Harvey Leibenstein
X-inefficiency.
Harvard economist (1922–1994) whose 1966 American Economic Review paper 'Allocative Efficiency vs. X-Efficiency' challenged the orthodox assumption that firms automatically minimise costs. He argued that motivation, effort, and organisational inertia create a persistent gap between potential and actual output. He also contributed to development economics through his critical-minimum-effort thesis.
